Facts of the case Brussels-region is surrounded by Flemish villages. Schools in those villages teach in Dutch. More and more French speaking citizens, that work in Brussels, live in these villages and want their children to be educated in French.
Analysis The Commission declares the case inadmissible, basically referring to its earlier decisions on this point and to the Court’s Belgian Linguistic case.

What is interesting is that in later jurisprudence, the Commission and the Court are hesitant to allow groups to submit complaints (requiring each and every individual member to demonstrate individual harm and denying claims that concern group interests), the Commission seems less concerned with that matter in this case.
